Job Title: Head of Financial Crime, Business Banking

Reports to: Head of Business Banking Client Operations

Primary Location: 1 Churchill Place, London

About Business Banking Client Operations
The department provides oversight and management of the Financial Crime and Fraud risks present along the end to end client lifecycle, on-boarding through to exit. Key responsibilities are achieved through:

Overall purpose of role

The role holder supports the Head of Business Banking Client Operations in ensuring that Business Banking effectively manages its financial crime risks, covering money laundering, terrorist financing, sanctions, bribery and corruption and tax evasion.  In doing so, the role holder protects the Bank, its customers and its employees, as well as society at large, from the negative effects of financial crime.

Key Accountabilities

The role holder will be required to form and maintain strong relationships with colleagues in Business Operational Controls, Financial Crime Business Oversight Compliance, Chief Controls Office and Barclays Service Company leaders and others, primarily at a Director and Managing Director level.  The role holder will need the skills to educate business stakeholders as to the importance of financial crime risk management and support them in their roles that enable this; they will need to influence and educate other stakeholders as to the needs of Business Banking and its customers; and they will need to provide direction and oversight to operational stakeholders and service providers, including significant operational teams. An ability to challenge constructively will be key.

The role requires strong communication skills and the ability to negotiate with a high level of discretion (both internally & externally). The negotiations undertaken will involve both internal and external parties such as government bodies and regulators. The ability to interact with senior individuals across the business including Financial Crime, CCO and BIA will be essential.

The role holder will need to provide leadership to the various teams in the Business responsible for monitoring and delivering Business Banking financial crime obligations. 

Decision-making and Problem Solving

The role holder will need to demonstrate well-developed evaluative judgement and analytical skills in taking complex and critical decisions in relation to Financial Crime and Fraud.  A key element will be taking risk-based decisions that effectively balance financial crime risks and protecting society from crime, against wider business objectives and customer experience.  This will require sound judgement, an ability and willingness to seek and reflect on the views of others, recognising where escalation is required and taking well-reasoned decisions that can be defended to our regulators.  The consequences of poor decisions may be significant to both Barclays, our colleagues, shareholders and wider stakeholders.

The role requires strong analytical skills and sound evaluative judgement based on the analysis of a diverse range of internal and external sources including procedures and policies to be able to provide appropriate guidance to senior management on Financial Crime.

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Person Specification

Senior Director with significant Financial Crime experience. Expertise and comprehensive knowledge of Financial Crime, both running BAU teams and leading significant transformation in the business to drive critical enhancements and drive a control culture across the Business. Knowledge of Business Banking products and business also preferred.
