The Offshore Wind (OSW) industry finalised an ambitious 

Sector Deal

 in March 2019 with the UK Government that seeks to significantly grow the sector and ensure the economic and wider benefits for the whole of the UK. This position will be hosted by RenewableUK, the UK’s leading trade body for the future energy system and you will report to the Co-Chair of the Offshore Wind Industry Council (OWIC) and the Deputy Chief Executive of RenewableUK. This role will be key to the successful delivery of the ambitious commitments industry has set for Offshore Wind across the UK. The achievement of these outcomes will be overseen by a Sector Deal Delivery Team. This will comprise of a subset of representatives of OWIC member companies and will be led by the Chair of the Council. Your role will be to co-ordinate people and processes across multiple projects to ensure that they are delivered on time and produce the desired outcomes for the Sector Deal. You will report progress of delivery at regular intervals to OWIC and the Department for Business, Energy and Industrial Strategy (BEIS). 

The successful candidate will develop relationships with key stakeholders; including the Workstream Leads, OWIC, Cross-Sector Working Groups and the Department for Business, Energy and Industrial Strategy.

Roles and Responsibilities

1. Manage effective Sector Deal Delivery

  • Report the progress of delivery regular intervals to OWIC and external stakeholders 
  • Monitor the Sector Deal’s governance arrangements for effectiveness 
  • Ensure effective quality assurance and the overall integrity of Sector Deal delivery - focusing inwardly on the internal consistency, and outwardly on its coherence with infrastructure planning, interfaces with other Industrial Strategy programmes
  • Proactively monitor the progress of sector deal commitments, resolving issues and initiating appropriate corrective action, balancing competing priorities
  • Manage the Sector Deal budget, monitoring expenditure and costs, reporting quarterly to OWIC
  • Ensure the delivery of outcomes is to the appropriate level of quality, on time and within budget, in accordance with the delivery plan and governance arrangements
  • Manage communications with all relevant stakeholders, working closely with the Stakeholder and Communications lead and RenewableUK

2. Provide Support to the Offshore Wind Industry Council and Sector Deal Delivery Team

  • Develop and maintain strong working relationships with, OWIC, the Sector Deal Delivery Team and working group members 
  • Ensure effective governance arrangements around the Offshore Wind Industry Delivery Team that enable the monitoring of Sector Deal progress
  • Report on evaluation of impact of the Sector Deal using targets and metrics drafting, financial position and key issues and risks 
  • Maintain and update the OWIC website, handling incoming queries as required, and ensuring copy is relevant and up to date
  • Undertake the day-to-day tasks of ensuring its smooth functioning. These tasks will include organising meetings, agendas, and maintaining any communications materials
  • Organise the key deliverables, including by ensuring that reports and minutes of meetings, are provided on time, and to a high quality
  • Report on the need to initiate extra activities and other management interventions wherever gaps in delivery are identified or issues arise
  • Maintain up-to-date lists of OWIC members, key stakeholders, and working group members
  • Prepare drafts of presentations, reports, and copy for workstream leads on Sector Deal progress
  • Represent and give updates on the Sector Deal to external groups as required, e.g. at RenewableUK Member Forums, Global Offshore Wind, Offshore Wind Week events

3. Manage the financial aspects of the Sector Deal 

  • Lead the budgeting and financial management processes against estimated budgets and oversee financial performance
  • Liaise with OWIC member company finance teams to manage contributions to Sector Deal delivery
  • Plan the use of resources to deliver the objectives of the Sector Deal, conducting its activities so that financial risks are recognised and managed
  • Manage third party contributions to enable funding to be collected from developers and distributed according to defined criteria 
  • Manage OWIC and Offshore Wind Growth Partnership (OWGP) funds in ringfenced accounts and maintain budgetary oversight and financial accountability for OWIC funds 
  • Ensure all requirements for Companies House are complied with by reporting to the Company Secretary (working with RenewableUK Executive Director of Finance and Performance)
