Rapidly improving the energy efficiency and reducing emissions from Oxford’s building stock is a strategic priority for the Council, following the December 2019 Cabinet Paper commitment to become a net zero carbon city before 2050. Buildings account for 80% of the city’s emissions, with residential buildings making the largest contribution. This role will coordinate the Council’s work on energy efficiency and fuel poverty internally and with external partners, with a focus on residential stock including owner occupied, the private rented sector and vulnerable households. This role will also influence new build energy performance by assessing planning applications against new stringent requirements in the Local Plan on carbon emissions (RE1), covering residential and non-domestic developments.
