The estimating function shall ensure that cost plans are robust, integrated, represent value for money, and are supported by consistent internal and external benchmarking data. It will also ensure that the scope of services is held as an integrated baseline (scope, cost and time) within infrastructure project controls systems. The estimating function shall also assist in pricing risk and change values.

Project Scope
- An exciting opportunity to join the Cost & Commercial Management team working within Water Sector with our key strategic client. The role is primarily focused on lifecycle costing but will interface closely with Estimating and Carbon services.
- Providing support for lifecycle cost advice and optimisation of whole-life costs, performance for a range of assets, including whole-life/ lifecycle cost models, options appraisals tailored to projects and clients
- Providing support for the whole-life cost outputs and data to support economic and business cases
- Supporting the team in providing LCC advise and models for infrastructure projects
- Ability to undertake research and data gathering, some quantitative analysis (including lifecycle, energy and risk models), data analysis and evaluation.
- Supporting the service lead with estimating and cost planning activities.
- Experience in a similar role in a consultancy/commercial environment.
- Good understanding of WLC measurement, calculations, modelling and able to articulate principles across the team at all levels.
- Experience in handling data required for Whole Life cycle costing, including the analysis of large volumes of data in the preparation of models, reports and economic appraisals
- Some Knowledge of value engineering and life cycle costing.
- Demonstrable ability to supporting with tasks and ability to work with overlapping/tight deadlines, delivering outputs in an accurate and timely manner
- Good technical writing, and communication skills (both internal and external), and commercially astute with strong presentation skills
- Ability to review information quickly and efficiently.
- Some understanding of hot topic issues such as Sustainability, Social Value, Carbon Reduction impacting Public Sector
- Some understanding of Capex V Opex Cost Analysis/ advice
- Minimum 2:1 at degree level, in any discipline
- Proficient in MS Office suite (particularly Excel), with general strong IT skills
- A degree in quantity surveying/cost management or equivalent.
- Professional membership i.e. MRICS/RICS.
